Default brake rotor rust

My truck hasn't been driven in two years although it has been sheltered. The brake rotors have considerable rust. I live in west texas where the humidity is normaly fairly low and there does not appear to be any heavy rust I can see. My thoughts were to just use a fine emory cloth and "00" steel wool for the heavier spots with some brake cleaner to clean them up. Is this advisable or just better to replace the rotors. Or should I just take it for a drive and let the pads wipe them up. Any thoughts here would be appreciated.

Clutch went out in 2007 and since I also drive my dodge pickup quite a bit I just never got around to repairing the ranger. Lately I just got to thinking it was a lot more economical to drive the Ranger and I've always loved the little truck I wanted to start using it as my main transportation again. I bought it new and I think it's probably been the most reliable vehicle I've ever owned.

I'm gonna be dropping the transmission out this weekend but once I get it all back together I'll post some pics on here.
