On certain vehicles, the right rear parking brake cable may disconnect from its parking brake actuating lever when the parking brake is released and the parking brake shoes are frozen to the drum. The cable may lift off the lever as it moves when the parking brake is released and If the right rear parking brake cable becomes disconnected, the parking brake pedal exhibit extended travel and may not be able to fully apply the parking brake in subsequent use. If the vehicle is equipped with a manual transmission and is parked in neutral without a fully applied parking brake, the vehicle may move unintentionally and cause property damage, personal injury to bystanders. Correction: Dealers will repair the affected vehicles.

From the description, it affects both, but it's more dangerous on a manual because there's no way to lock the wheels like an automatic transmission (at least that's what i picked up from it).

The recall says only vehicles from twin cities plant and only Standard transmissions .

I do remember talking to someone from twin cities about this. He said that initial the same part that captures the crimp at the end of the park brake was inverted and used on both sides until this issue became apparent, so they started making a unique right and left side.
