Calipers. And I doubt the rotor is any good. If you don't know how to swap calipers and do the service, I would take it to a reputable shop. Brakes are not something to screw up. You need new calipers on the right, and probably new pads and rotors on the right side since the stuck calipers probably ruined them. And if you do that, new pads and rotors should be put on the left as well.

Check your caliper slide pins. I bet they are rusted in place and causing the caliper to hang. If you can get the pins out, you'll need to get new ones and lube them with high temp synthetic brake grease at least twice a year since you live in a snow area.

If the pins look good, check your caliper, the pistons could be hanging. You could rebuild the caliper but since calipers are pretty inexpensive, it will probably easier to just get a new one.

My money is on seized pins though.
