Default Check Engine excessive egr flow?

Man this is a heck of a deal. I have a 2001 ford ranger with the 3.0 flex fuel with 103,000 miles. I keep getting the "check engine light" which is pulling code P0402. (EGR Flow Excessive). I have done a complete top end to make sure is wasn't a gasket issue, I have replaced the Idle air motor, the EGR valve, the EGR Solenoid and even a complete engine tune up. I love the truck, but I have to get this dealt with so my wife and kid can take it on a trip next week. Any help is appreciated.

Could be a bad DPFE sensor. you should also check the hoses running to and from the DPFE and the EGR Tube and make sure they aren't clogged, pinched or burned. If you end up replacing remove the negative battery cable

To test the sensor
Disconnect the DPFE sensor harness connector. With the ignition on and engine off, measure the voltage between VREF and SIGRTN terminals of the DPFE harness connector. If the voltage is 4 -5.5V, the power circuits to the sensor are okay.
