Default Seat belt anchor bolt issue

Looking for some advice from someone who has removed the seats from their ranger before. I have a 2008 single cab. The seat belt anchor bolt goes through the cab floor and screws into something (piece of metal with a wire attached?) on the underside of the truck. Whatever it is that it is screwed into can rotate with you making the removal of the anchor bolt nearly impossible.

Had anyone else experienced this before? Does anyone know what the anchor bolt is anchored into?

I know it's a bit of a boring question. Cheers.

have someone crawl under and find the turning bolt and hold it with a wrench while you remove it from inside.. if your by yourself, cut the bolt!

Yes, I've tried that. My main concern is that the moving bolt is attached to a wire/cable. The wire/cable does a half circle and attaches to the bottom of the passenger side seat belt anchor.

There seems no logical reason why seat belt anchors would be connected to eachother on the underside of the truck, or is there?

Attached where it is, is still connected directly to the frame of the truck. I'm not sure of it's origin, but it's a ground wire in my opinion. That said, it looks as if you carefully bend the two tabs outward, the clip assembly holding that wire should be able to be slid, (pursuaded), off giving access to the nut you need to get a socket on.
