Default Houston . . . I think we have a problem - Fuel?

Dear Ford Ranger Forum,

Specs: 2001 Ranger (4cyl.)
Regular Cab, 2WD

Problem: Bubbly Idle (sometimes it shuts off). Works fine on the highway and at speed, however, it feels like the engine is being choked when you hit the gas.

Also, it spits water and black soot out the exhaust upon start-up (sort of odd, I would think).

So far, I have used a fuel system cleaner and put premium to help it run better but to no avail. I recently replaced the wires and spark plugs - so its not the spark. I think I've narrowed it down to the fuel system, fuel injectors, fuel pump, dirty heads, or fuel filter???

Any ideas would be greatly appreciated!
