Default Brake Pedal Travel Issue

I have an issue in my 'new' '94 Ford Ranger SuperCab Splash. When I first depress the brake pedal, the response is fairly immediate. However, when I have to let off a bit and press again, the travel is significantly longer. Especially when I'm slowing to a stop, the pedal travels almost to the floor. I still can stop completely, and if I press it all the way I lock the wheels and chirp the tires a bit (which makes me wonder if my ABS is working). I was thinking maybe a master cylinder problem? I have no fluid loss and all the pads and shoes should be good (passed inspection this month).
