well all 4 wheels turn yes, all the time when you are driving down the road all 4 wheels are spinning even if only 1 or 2 are powered. If all 4 wheels didn't spin you would have some major issues driving down the road, lol. in 4x4 with open diffs power will be delivered to the rear wheel with the least traction and the front wheel with the least traction, so if you are stuck only 2 wheels will spin, one back and one front. I suppose you could say driving in a straight line on even surface that all 4 wheels are powered equally but this is not true under any slippage or when turning
