well since part of the bolt is broke off inside I'd imagine you'll have to replace the whole tensioner assembly

If that is the bolt for the pulley on the tensioner. If so replace the tensioner. Otherwise it's time to use an easy out.

Default Easy out ain't always the easy way out

You might need a right angle drill to gain the room you'll need to get even a short drill bit on the center of the remaining stud. If any of your buddies are plumbers or electricians, a right angle drill is a basic tool of their trade.

An Easy Out is a brand name for a bolt or screw extractor tool.

You use a drill bit to make a hole in the snapped bolt so you can tap in an extractor. Then use something to twist the extractor to remove the stuck screw or bolt. Say a wrench or a pair of locking jaw pliers (Vice-Grips). The twist in the extractor tool is the reverse of the fastener threads, so will bite into the fastener and work to turn the fastener.

Use the right grade/type of drill bit, too, to start the hole for the EZ out...otherwise the bit will waller around on the bolt stub and you'll wind up drilling wrong. You have the bolt head, so lock it in a vise and practice with a couple of hardened bits first.

An Easy Out is a tool that helps remove broken studs. But if you broke the bolt on the pulley just replace the tensioner.
