Your ecotec numbers are off, those specs match to the 2.2l non-ecotec. The ecotec 2.2 non-turbo is 150/150. Don't forget GM always underestimates their stats, and that all japanese companies have been found guilty in court of boosting numbers.
Besides, i can see where you'd say the cavy/sunny had a crap engine when it had the quad 4 engine (think it was the 2.4), it would always break down, but the 2.2l non-ecotec was solid, not too far behind the ecotecs (but not as durable under heavy mods though).
Gotta love a performance german engine in an american car.
Yup my 1999 Grand Am had the 2.4L DOHC 4 cyl. hard on gas, engine light always on, would often run on 3 cyl. sold that pos for a 1992 Honda Accord EXR with 100,000 more Klicks. I do hear the 2.2 Eco was pretty good for its era (almost 10 yrs ago now)
