Here's the just of it:

Engaged (connected), the bar allows for a more stable highway/street drive. Disengaged (disconnected), it allows your vehicle to articulate more and your tires to bite better despite the offroad terrain.

I just replaced mine today, looked exactly like yours. It was real easy, just pay attention to where the grommets and washers go. Mine have the metal sleeves, got them @ Pep Boys for $30.
