Pull out the yellow pages and call some performance shops and dyno shops. If they can't do them they probably can refer you to someone who can.

Thus my suggestion of pulling out the yellow pages (or search online) for performance shops in your area. A simple phone call of "do you know anyone who can _____" should only take a couple minutes.

You'll be lucky if you get out for just 3K. Plan on spending more like 5K+ to get it done right. You can spend 3K just prepping the motor for boost, and easily another 2K on the turbo setup, and I'm not even counting in labor. It all depends on how BA you want to go, but be wary of taking the cheap way out with boost.
