Default Ford Ranger 96 2.3 OBD2 P0102?

This problem started yesterday, started running ruff, while ideling I hear the engine first raceing a little then it will kind of run a little ruff. I took off the MAF and ran the truck it did the same thing. Is there a way to test the MAF, the PCM, or the VAF? I looked for vacume leaks or grounded wires saw none. While the truck is running, there is a real weird smell, un like gas, could there be water in the gas? Bothe the parts MAF and the PCM both cost 125 that I really dont have, but I guess I need to determine which is bad first, Please help.

p0102 maf or vaf circuit low out input. you have a problem with the voltage regulator in the cpu that feeds the sensors with the regulated 5 volts. other than that the problem is on the center of the grill, the oval says every thing.
