How many seatbelts would a standard mid 1990s Ford Ranger have (no club cab)?

My 2004 Ranger standard cab has three seat belts. The middle belt gets stuck under the seat sometimes. When I first got my pickup it took about 15 minutes to dig out from under the seat.
