Yes it would. The biggest thing you gain is an increase in throttle responsiveness. A stretched cable could be why your truck craps out at 3200.

k ill probably try it soon but actually the OHV being a low revving torque heavy motor is why I can't do anything over 3200rpm

Ya. But trust me, there are people who will believe that. Just like they think putting high octane gas will add another 20hp and removing the air silencer makes it go faster.

I let curiosity get the best of me and went for a look. After fooling around for 20 minutes securing the throttle wide open, unhooking the intake tube, checking everything out, My throttle body is wide open on my truck when the pedal is pressed all the way and I have 145k miles. Wear out and stretch? More like was out of adjustment to begin with for these other trucks. That cable isn't stretching, just like the E-brake doesn't stretch.

You could use this trick to improve how much power you get for how much foot is applied by making the throttle come up quicker, but you are going to overextend the butterflies if you are already WOT and just want to push less for more. I wouldn't mind changing the pedal position so I don't have to push down so far, but I wouldn't expect a change in performance.

There is no change in performance, the change is in responsiveness.
