So i bought my truck used and i have no idea what this color is called? Is it factory or did someone paint it?

check you drivers side door, there should be a sticker there with your paint code. better yet take a pic of that sticker and post it here

Looks like it's Portofino Blue Metallic.

Do touch ups ever match the original perfectly? I need to do a couple but I'm afraid to try it.

On my honda accord, the paint matched perfectly (and it was a dark blue metallic and metallics are harder to touch up since the metal flakes have a tendency to drop towards the bottom) I would just recommend waxing your truck once the paint has settled properly to give it a nice proper finish and not something that is blotchy or inconsistent.

mine is light denim blue that is a little darker than mine.... i agree with STL....

is there anyway you can snap a pic of the tag because i'm not finding any reference to paint code RC on any website....

Well according to the xc paint code it's portofino blue but from the picture it looks a little darker. The easiest thing to do would be to go to an auto paint shop and have them look at it and they will be able to tell you if it's the factory color or if it's been sprayed.

It's most likely the way the light is hitting the truck. My 1996 F-series brochure shows Portofino Blue Metallic, and it looks very similar to his truck.
