You need to report the accident to the DMV. Per CA Vehicle Code "an accident must be reported to the DMV within ten days when someone is killed, injured, or property damage exceeds $750". Your Ranger may not have sustained any damage, but it sounds like the girl that hit you did. If she reports it and you don't, the DMV could suspend your license. In all likely hood she will be required to report it by her insurance company to be able to file her claim.

She hit him and suffered the damage, so I would let her do the work. She can still file a police report and go from there. Hopefully, she got his plate number, but if not she's out of luck. If I were him, I wouldn't sweat it. Who is going to call him if she doesn't remember who she hit? He can always lie and say that she fled the scene.

Eventhough her car had quite a bit of damage to the front of her car she seemed and acted like she didn't care about the car she was driving and said "it's just a couple of scratches" Lol....

In CA state law that both parties have to report the accident to the DMV regardless of who is at fault. Both have to complete a SR1 accident report. If she doesn't no harm, no problem, but if she does it's going to cause you problems. Just trying to help you from having trouble in the future. If you do find damage to your truck and report it to the insurance company, they're going to require you to report it to the police and DMV for your claim. Good insurance companies will take your info and complete it for you. Speaking from 30yrs SoCal law enforcement experience.
