Default Buzzing sound from under driver dash - goes away when turn signals are engaged

There is a detail service here at work on Friday's and they just got finished shampooing my carpet and seats. Did a great job too, I think I will not redo the interior now (except for the broke as a joke center console). Also, it was cheaper than buying a little green machine.

Anyway, I went to pick it up just now and the strangest sharp buzzing sound was coming from under the dash. When I turned on the turn signals or the hazard lights, it goes away immediately.

So I tracked down the buzz/vibration to a little yellow box just behind the port for emissions. I am assuming this is the turn signal relay?

What do you guys think?
