They sell lock de-icers, you can find them at Walmart or any hardware store. I suggest trying that before drilling

Use lock de-icer and then spray white lithium grease into it after that. After you get it open, if there are any adjustments to be made on the inside of the cover (such as cables like mine) adjust them as needed.
