Default 2nd Linkage on gas pedal

I just picked up a 93 4.0L Ranger for my son and we're working out the bugs to get it ready for a state inspection. I noticed there's a 2nd linkage connected to the gas pedal that leads to the tranny. What's this for and why does mine have no tension on it? It's basically slack with way too much play. Any insight into it's purpose and correct adjustment would be great.

if the truck has an auto trans that would be the kickdown cable and there should only be pressure on it at full throttle or near full throttle. its whats responsible for kicking the trans into passing gear when you put pedal to the floor
