Default E brake sticks after rain

So I've had the same issue on both my Rangers, 94 and 97, that if I leave the e brake engaged during a rain or even if it's disengaged during a rain but then I try to use it shortly after, it will stick badly and I'll have to either rock the truck with my bodyweight or use the engine to knock it free. I've also noticed a slight brake whine at low speeds even with the e brake disengaged. I've read several threads but none mentioned what is actually causing this. Is it the shoes sticking to the drums and if so why does moisture cause this? I can't imagine they're rusting together because like I said, the truck can be sitting overnight during a heavy rain with the e brake disengaged, then if I go to the store and set the e brake, when I come out after 5 minutes it'll be stuck. Any ideas? Thanks in advance!

When they “stick” can the wheels move at all?

Well the last time they stuck I had parked at a store nose in, and I was able to back out OK but not go forward. I could tell they were dragging going backwards but it wasn't enough to stop the truck from moving. Going forward though wasn't possible, I had to rev it up pretty high and drop the clutch to get enough torque to break it free.

Check your parking brake cables for freedom of movement. I had to replace mine on my '98 because they were not moving freely due to water getting into the casings and causing the cables to rust and seize up.

Only a couple things it can be, I’d start with replacing cables also

I have had this happen on my '07. With recently replaced shoes, and new parking brake cable on it. The cable replacement was from something else. What I have heard is simply that it is the organic compound OEM shoes absorb some small mount of moisture. This causes the sticking. When it has happened to me it is like the truck won't move, like the parking brake is still on. Give it some gas and it breaks loose and then is fine. I guess you could swap to some semi-metallic shoes or something like that.

OK that's interesting, I found a set of ceramic shoes so maybe that'll fix the problem. I'll keep you guys updated with what I end up doing and if it works. Thanks for all the replies and if anyone else has any ideas I'm open to trying anything. Thanks again!
