Default 94 2.3L 5 speed running rich ! Possible or usual causes ?

I just got this clean 94 truck thTs been sorta neglected maintenance wise . I found that the motor is sound no smoke no noises but it's bee said in the summer time after running and warm it has a hard restart. In winter it starts fine cold and soso..after it's been driven.
Owner said he did fuel press regulator . It just has a lack of power and feels like a miss but it has new plugs wires etc... This motor in the early years i know is usually reputable are there any things sensor wise to Change that could cause this . I can smell richness but it also has a tumble at idle and a 1000 rpm to 2000 rpm when letting off the gas while in motion as the vehicle is slowing down.
