Traditional PVC valves were often held in solely by the friction of an O-ring and could easily leak or come loose. Obviously, this has the potential to increase crankcase emissions.
For OBDII compliance, the EPA gave manufacturers the choice of two options to ensure that the PCV would remain in place:
1) set up an electronic monitor to test for PCV leaks
OR
2) Use "positive retention" to lock the PCV valve in place
Since it is simpler to implement, many vehicles got the positive retention option.
Your valve cover originally had a formed piece that engaged a small tab on the PCV to keep it from loosening in use. Servicing the PCV requires that the PCV tab be flexed out of the way to unscrew it. Someone in the past didn't understand that and used the Neanderthal method to force it to unscrew and damaged the retention parts.
Anyway, you're probably looking at a replacement valve cover if you want it to function as originally designed.
