Your original statement was that Ohio doesn't have testing, and yes, they do. It was already established that certain counties of Ohio do require an E-Test, so your Ranger not needing a test means that you are either in a county that doesn't require a test or you avoided the test by registering the vehicle in another county.

If you watch t.v., Lube Stop is running a special commercial that a select few of its locations and a couple stand-alone State Emissions testing centers are self-serve vs. having to take the vehicle to a State Emissions Center during normal business hours. The state couldn't scrap the program because we are under contract with the independent company that does the testing, but I believe that the state subsidizes the fee now, which is why it is "free" for most drivers. If one fails, then he/she can get retested, I believe, also free within 30 days, but after the 3rd time, the driver is charged. The whole program is a scam and an added tax by the EPA because, again, how many new cars fail? I think it is under 1%, and cars are so much more efficient today, but drivers log more miles. Also, only certain counties, and surrounding counties, with the worst air pollution are targeted, which is unfair. When the program started, drivers were using false addresses to avoid having to pay the fee and undergo the hassle. Plus, I could still illegally drive w/o performing the necessary work to my vehicle to make it comply with the EPA standards.

PA is the same way. Certain counties have emissions testing, others nothing. It seems to be centered around the cities and industrial centers. Most of Southwest PA has emissions testing but you drive about 30 minutes North or Northeast and they don't have it.

Re: What did you do to your ranger today thread
The plasti dip is just temporary until i can get rid of those atrocious stock rims and replace them with 20" KMC's. Same with the grille, I'm going to get a black billet. And don't worry there will be many pictures.
