Default Trailer hitch and body lift

What would become of my hitch if I got a 3" lift on my 08 ranger? One of my buddy's told me it would make a big gap between the hitch and bumper.

typically when the body is separated from the frame (where the hitch is attached) the farther the separation, the bigger the gap. So yes, your friend is right

Cut it and move it up then weld it. No more gap

How is that possible? Unless the hitch is bolted to the body/bumper instead of the frame...which would be stupid.
