This is the only cosmetic issue my 96 has. How common was this? Black XL or chrome XLT. I know the bottom of the tailgate rusting out is quite common.

Common is a relative term. People who don't wash their vehicles in the winter and who live in areas that plaster the road with salt and magnesium chloride will experience more rust on their vehicles and they will see it sooner than people whose maintenance practices and city/county/state ice melt programs don't fit that criteria. Where I'm at, you really just don't see old Rangers with rusty tailgates and bumpers, that would be quite uncommon..................unless they came here from one of the salt belts.

Yes, that is very true, I really wish there was a way to melt snow and ice that doesn't eat vehicles
