Then that's his fault for not searching, not mine.
Not every state requires 2 plates. I only have 1 plate because I bought 18K lb plates. I know that Tennessee only requires one for any vehicle.
I don't care if I get a ticket for it being on the dash, I'll pay it
To get back to the question. You could mount it behind the bumper in your opening in the lower valence.
