Default Which cap size would fit my B2500?

The beds on some B series pickups have slight fender flares, but aren't quite step side. Would this effect cap fitment for a regular Ranger cap?

Bump, found this on Craigslist. Its for a 98 Ranger, but will it fit my 99 b series truck with the slightly different bed?

Yes it will fit. Those slight "steps" do not alter the width of the rails. Anything that will fit a fleetside ranger will fit. As long as it is not for the 7' bed.
