adjusting headlights

i have a 02 ranger that i cant' adjust the lights on rite. i've tried turning the piece at the top and it still dont bring em up any. any help?

The easiest way to do it is to park the truck 25' away from a wall. Then turn the adjuster. You should be able to see the beam raise or lower.
