That should be everything anybody needs. I assume they swapped to another factory style ford rim? The cheapest fix would be to throw a set of 1" hubcentric spacers on. .5" are some of the least safe out there since the lack their own studs. The 1" spacer would bolt onto your factory studs and give you a second set to bolt the rim to. Use locktite with them and torque them every time you change the oil (inner and outer studs) and you will never have issues with them. The tire should still be pretty close to the fender line so it shouldn't get the truck to dirty. The other option would be to go with a different backspaced rim. 15x7 with 3-3.5" or 15x8 with 3.5-4" should clear what you are rubbing on. It would also give you an option to get something you liked better for the truck. Also most steel rims are within a few dollars of the cost of spacers.

Depends what it is rubbing on. If it were to be rubbing on the fender lifting would fix the issue. However that doesn't sound like that case and more than likely he is either hitting the frame or sway bar end links.
