Federal DOT standards that govern the manufacture of motor vehicles for sale in the USA require all other lights to shut off when you the high beams on. This is why every vehicle is made to do exactly that. Most states have their own law that mirrors this, which would apply to use as the end-user of the vehicle.

i'm legally blind in one eye and the vision in my other eye isn't that great at night time... the more light i have, the safer i can drive. i have my fog lights on all the time not because it looks cool or sporty but because it helps my visibility a lot.

as far as high beams + fog lights, i never use my high beams when there's someone in front of me period. i use them when i'm on roads that are not lit and nobody else is in front of me whether they're going in the same direction or coming towards me.

being able to have the high beams light up a good distance ahead of me and the fog lights hitting the area right in front of my truck is extremely helpful and i'm very very grateful someone found a way to do just that with such a simple mod
