Wow a little more than you said , looks like the inner's are bent too as well as the outer wheel housing . you need a little more than a dent puller.

Lets say you do get most of it out , How are you gonna shrink all that steel ?? For me it's no big deal ive done worse .

Oh well , Try not to drill and pull ( thats back yard ) . What I would do is tale out the tail light and start to push the panel out from inside there using pry bars and picks . But its how you start to pry it out thats the most important . You see the Crowns or Body lines , you need to straighten those out first . Dont try to pop that big dent out in one shot you stretch the shit out of the metal ( it will bind ) Those bent lines are whats hold most of it in .
As you bring it out remember the inner panel has to come out with it as well .
Another method I have is to drill the whole rear area open ( spot weld drilling ) including the wheel well so I can gain better access to the inner panels .

Or you can replace the whole side or the whole box . Best of luck bud

Update ? One there are no natural lines on a panel there put in for strength . The steel it popping in and out try to straighten those lines more . It'll help some . BTBH It sounds like you streatched the metal . Now you have to shrink it . You can use torches but i doubt u know what an oxidizing flame is and you dont have acces to to electric shrinkers . I wish i was there for just 1 hour . too bad
