Default Clear coat problems

I took my truck to Choo-Choo customs and had them paint it candy red and then they did a vertical fade down to black. But the clear coat they applied had chipped down to the first body line under the side mirror. I want to put a new clear coat over it but someone said i had to redo the whole paint because you cant just go over the bad clear coat...is this true?

99' XLT, Ext. Cab, Dropped 4" in back & 2" in front. Candy red up top faded down to black. 15" PCW wheels with 235/60/R15 rubbers. Soon to be all smoked lights. No engine mods just for the fact that its a 2.5 4cyl and not much u can do there.

My friend does paint and body and I've worked with him for about a year. I've seen him sand the entire vehicle with 320 and feather out all the bad spots and reclear the whole thing.

I would think if you clear coated over bad clear coat, the bond is still bad and would just come off in time. My clear coat is peeling as well, so once I get the funds I am just doing the whole truck

Hmm well ima take it to pro customs this time and see what they say. I really dont wanna have to pay another 7500 for paint lol
