Front or rear spring hanger? Either way, if you cant get the bolt loose, cut the head off and try pushing it through with an air chisel. Air chisels are cheap ($20 for a Kobalt one) and have gotten me out of many jams. If that doesnt work, cut the head and nut off the bolt and replace the bushing in the leaf spring. As for the hanger, remove the leaf spring on whatever end you're working on and cut/grind the rivets off. Once again, push the cut off rivets through the frame w/ the air chisel. When you're ready to put the new one on, you should have enough room to get a wrench up past the tank to reach the bolts. Good luck and PM me if you have any more questions.
