Rust on fenders

I have a 1992 ford ranger extended cab, and paint just started to bubble up on both rear fenders, the right side the rust actually is now visible, I'm wondering what my options are and if there is a sorta cheap fix.

How severe is the rust? Just surface or through the panel?

if its bubbling the paint chances are its well beyond just surface rust. at this point there are a couple different options, neither of them are easy or cheap. first would be to cut and grind the rust off untill you reach good steal, that could be just a small spot or a big one depending on the severity of the rust. remember, most rust starts from behind the panel where dirt and stuff gets trapped in the seams so if its just a small spot on the outside of the panel the rust damage is always much larger under neath. after cutting that metal away you could replace it with a patch panel (LMC truck sells them) you would need to weld that patch in (careful to avoid warping the surrounding panel) grind the welds smooth, smooth the seams with filler, prime and paint. the next option would be to replace the entire quarter panel which would require less body work (filling, sanding, smoothing ect) but would require some welding and of coarse paint. you need to drill out about 1000 spot welds that hold the panel on to the bed structure, than drill holes where the spotwelds would be in the new panel so you can rosette weld the new panel back on the truck (unless you have a spot welder) than just prep, prime and paint the new panel and youre done. there are cheaper ways to "fix" it but you will just end up doing it again and again because those are the only two ways to almost completely get rid of the rust. if you just grind the outside rust off and fill and paint over it the rust will come back within a year or two.
