Default Rocker Panel rust..to be or not to be

Apologize for age old old question I'm sure. Had a 2k Ranger with 180k miles..rusted panels..so did a DIY with fiber, bondo and paint..looked great..I thought. Within 2 years it look the same as it did when I got it! Was a lot more rust everywhere..so sold and just picked up 2k Ranger with only 88k. Bubbling on rockers and one spot above wheel well. Undercoating still shiney black. Should I grind and prime and paint again..or use a slip cover, dip or even have a body shop replace the two rocker panels (yes I know $$. Money is not the issue). Basically..what is best if I keep this for 3 years? Any experience/results with both (DIY, Replace, Bodyshop)?
