If it is house paint it should be latex paint - a paint remover like Oops or Goo-Gone will likely remove all or most of the paint without hurting the factory finish as long as you don't scrape it with something hard. Work at it with a plastic body putty blade or something similar after it has set for a while. This will not help scuff-proof the tailgate, though. Some type of spray-on bed liner seems like a good idea. Or just cut a thin piece of plywood to set on it when working (if you get the paint cleaned up otherwise).
