Thats not your frame.. A wincher bumper or any bumper mounts to the shotgun rails under each side of the fenders. The two "C" shaped rails that run parallel the length of the body are the frame, joined by whats called runners, engine cradle, core support, among other terms used. The piece your picture has hanging down isnt your frame or much a part of it in general.
Follow the brackets that your front bumper affixed to the vehicle itself under the core support. THAT is where your wincher bumper would gain structure strength from.
