I'm guessing you mean CB antenna mount, as that would be a silly place to mount a CB radio...

Insufficient information given. Generally speaking, unprotected ferrous metals can rust if exposed to water and air.

If you've insulated the antenna mount from touching any metal, then you've removed the antenna's ground plane (well, strictly speaking, you
might have a capacitively-coupled ground plane, albeit completely by accident, not by design...) so it will likely not perform well. Furthermore, you haven't indicated whether your low profile toolbox is constructed of metal or plastic, or whether your truck bed is constructed of metal or fiberglass. Plastic and fiberglass do not make good ground plane material for antenna systems, as neither material is capable of conducting electricity efficiently.

First let me say that, while wheels and antennas are, as a matter of engineering, generally on the exterior of a vehicle, neither of your questions really have anything to do with "Exterior Tech", per se...
"low grinding type of sound when turning the wheel" often indicates ball joint problems. take your truck to a mechanic.
