Default Windshield wipers

Okay I just bought new wipers for my ranger and I have to same problem. The driver side wiper does not clean the middle of my windshield. I've pinpointed what I think the problem is. The part that makes the windshield wiper actually move lifts up and down and my driver side does not. The video shows what I mean.

It's a spring loaded pivot. Maybe it's rusted, maybe the spring is broken or worn out.

I'd shoot some WD40 on the pivot point and then manually try to get it moving. If it doesn't, a new wiper arm is like $15 from Rock Auto.
