Default Mudflaps

I've got a 99 2WD ranger, and it has mud flaps behind all 4 tires. I have yet to ever take the truck the mud, so I was thinking about taking them off.
A friend of mine suggested filling in the bolt hole where the mud flaps mounted to give it a cleaner look. Is this a home garage job? Or is this a professional garage's job?

Anyone have any experience with this?
