Default Missing Fog Lights

My 2002 Ranger Thunderbolt came with two round holes in the front valance, fog light wires dangling, and a fog light switch on the dash that lights up when I flip the switch with low beams on. It appears the prior owner lost the lights somehow.

What are my options? Are LED or Halogens preferred? How do they mount on the lower valance? Aftermarket or OEM?

For a 2002 they should be like this:

They attach from behind the valence with 3 screws. I had to replace 1 on my 01 when I got it. I got an aftermarket one on eBay cheap and it works just as well as the other side. LEDs will use less power and last longer but you will pay more for them. So LED vs halogen is really personal preference.

Bought my round foglights from amazon - aftermarket ones- two years ago, they still look like new.
I had one lens broken out when I bought my ranger. When I swapped out the OEM lights and installed the aftermarket ones, I couldn't see any differences between the two.

I followed the recommendation, purchased after market lights, and plugged them in. No power to the wires. I looked in the manual for the the fuse and relay locations (under hood panel #31 and it says Fog Lamps are 48A and Fog Lamp Relay is 48B). There is no fuse present in location #31 and there are no female terminals to accept a fuse in #31. Also the panel has a location for 48A and 48B. Both look like relay plugs but there are no terminal in those slots for a relay to plug into. It is as if the truck never had wiring for it.....or my downloaded manual is incorrect on the location of the relays and fuses.

Got in touch with former owner who said he took the fog lights out when he replace the front valance and just never got around to putting the lights back in. Said they worked.

Are both 48A and B supposed to be relays?
Are 48A and B the right relay locations for fog lights?
Why would my truck have a fog light switch on the dash, holes for them in the front bumper, wires, but not have plugs in the fuse panel to accept a relay?
