Default What is this for?

It looks like some sort of weight clamped between the muffler and cat. The clamp was almost rusted through so I cut it off. Is it some sort of sound resonator, or is there a mechanical function for it?

Must have started with the 2.3L. I had a 2000 2.5L and it did not have it.
