I have had 2 rangers 1998 (same exact thing as your truck) and 1999 and both of them have the same problem as you. This is probably your problem. Your cable is frozen someway by rust,debris,ice,etc or your levers are shot that are in your drums or your calipers are frozen. and you trucks e break is always on even when it says its not. You can probably tell if your getting crappy gas or less gas mileage. To solve the problem check the line for sag when supposedly not engaged, then check your drums/calipers, and replace as needed. DO NOT TRY TO TORCH the e brake cable it will melt and give more problems.
You can do what i did and remove it all together but here is the sticky wicket you need to know someone who is in the inspection business cause you need it for inspection.
Its common on vehicle also that dont use there e break very much if ever and also on older vehicles
