It utilizes an intank fuel level sending unit kinda like a float in a toilet tank

there are ways to check the voltage coming from the sending unit in the tank. Its usually one of three things:

1: bad sending unit in tank (maybe attached to fuel pump)
2: Bad Wire somewhere between the sending unit and guage.
3: Bad Fuel Guage.

Easiest way is to get a repair manual and run through the checks.

if everything listed above checks out and it still doesnt work it could be the float in the tank. the gauge on my 86 didnt work and i found out why when i dropped the tank to do a fuel pump. the float was full of gas, therefor not floating. lol it was brass so i emptied it, brazed the hole shut and the gauge worked! just something else to check out.
