What are these two wires and what happens when you connect them?
Not familiar with my trucks internals and curiosity got the better of me.

Looks like 12v power wires with a fuse that somebody added. I just saw those at advance yesterday

So if I were to put some LED strips under the foot area (which I am planning to do soon), I could wire those to this? Red is positive, but why is there a white wire instead of black? Is that ground?
Anyways, when I connected the two, something in my vehicle started powering up (when it was shut off) so I got curious as to what these wires do.

You'll have to test them, couldve just been 2 positives and then they used bolts to ground, just test them to see if they have any voltage

Mine is on the right hand side near the passengers feet. Similar type of panel that pops out.

After some research, I am pretty sure this is the 12V key switch.
Is it okay to power my LEDs off of that? Any tips?

It won't hurt anything, it's fused so it'll blow before causing damage. And it'll only work when the ignition is turned to on

My buddies 04 has one there too..

When I connect my LEDs and the vehicle is off, they still power up. I think it's constant.
I want to eventually make something like this, wired to a button. (And maybe tied into the dimmer switch too).

My answer would have been that the truck explodes. But since you already tried that, guess you don't need to know.
So, you want to wire in some footwell LEDs. My suggestion would be to use a relay and put your yellow wire into terminal #30 on the relay, #87 to your LEDs, #85 to ground and #86 to power from your headlight switch. When you turn on your headlights, it provides power to the relay, which then turns on your LEDs.
If you want to be able to dim the LEDs, that may be a bit harder to do. The LEDs may or may not dim at the same rate as your other lighting. If you want to give it a try, I would use the illumination wire that goes to your radio (Light blue/red stripe) and take a tap off of that to your LEDs. Since the LEDs do not draw much power, you probably can run them directly to that wire. You will not need the yellow wire that comes from the side of the dash.

I ended up splicing power from my 12v accessory and running it down the dash where I can hook up the LEDs. Why should I use a relay though? What is the purpose?
Probably not going to dim them.

The relay acts as a switch. So when you turn on your headlights, it sends power to the relay, which then turns on power to your LEDs. That way, you do not have to have them powered all the time and they only come on when the headlights are on (at night). If you put in a manual switch to turn the LEDs on/off, that takes the place of the relay.
