Default Flashers work, turn signals don't

I've been dealing with electrical problems on this truck for about 6 months and cannot pinpoint the issue.

Its a '99 XLT, 2.5L, 5 speed MT. The turn signals work but the flashers do not. I've replaced all of the bulbs, the flasher module, and the multi-switch on the steering column. Nothing. Just wasted money.

I'm betting on a short, because I lost my turn signals and all of my brake lights on the same day. Changing the bulbs fixed the brake lights but not the turn signals.

The circuit schematics I have are terrible, but I've tried to trace the voltage from the lights back, and have currently had no luck finding a short/bad connection, or even voltage at all. As far back as I've been able to trace the circuit seems dead. I'm an electrical engineer, so this is not starting to become embarrassing! LOL.

Holding the multi-switch in the position where its just barely connecting (riding the line between connected and not connected) can sometimes cause the turn signal to light up for an instant, and if you can hold it in just the right place you can get them to stay lit. This made me think it was the switch but changing the switch did not fix it.

I'm open to any suggestions.

Possible pertinent info:

My windshield wiper fluid sprayers also no longer work (yes there is fluid...), but I can't find where those are on a schematic so I'm not sure if the circuit is related. Pushing the sprayer button causes the wipers to go, but the pumps for the sprayers never kick on.

I also know that there is a short in the cig lighter (consequence of letting a friend install a deck), so that fuse is blown. As far as I can see those circuits are not related, but maybe they are.

My ODM II reader will not get a signal from the truck (but I've heard that it is on the same circuit as the cig lighter for some odd reason).

The heater and thermostat were acting odd, but a coolant flush fixed the thermo, and I think that the heater issue is the blend door.
