After working on some wiring inside the dash of my Ranger, I saw a similar set of symptoms from my GEM and thought it had been damaged. After I powered it down for a few minutes, it began working correctly again and has been fine ever since.

To reset the GEM in a 99 Ranger, try pulling dash fuse #25 and then reinstalling it.

Read your post and others and was ready to tackle the dash and get at the GEM. Pulled the fuse #25 on my 96 ranger 4*4 and let it sit out for a minute or two replaced it and now the wippers, washer, and dome light came back. Ill give it a day or two to see if it is fixed for good but if not I at least know it is something dealing with the GEM.
Can't thank you enough.

I always see "all my fuses are good" in almost every electrical post.... I myself am an electrician, capable of complex trouble shooting proceedures, and will admit, I misplaced a fuse into the wrong location by accident, spent about $100 or so in parts/ sensors relays to find i was one row off in a blank space.... oops.... just take your time, re-check fuse locations and possibly save yourself some time & $

Okay I know this is a old post but I've been reading through it and seems to be some very knowledgable people on the topic, I recently bought a 98 ranger from a guy that stopped driving it in 07 due to a broken cam pos sensor and so it sat, it's a 3.0 4x4 extended can with 83k orig miles, super clean nice little truck, we'll I was told it needed lifters but came with them and gasket set , bottom end got new oil pump and main bearings as precaution from oil pump shaft breaking, installed new lifters and did head gaskets while I was at it, we'll it fored up and runs well but still ticks exactly the same as before... So whatever , on to the next thing , went to drive it and it sucks! Won't shift out of first when you first take off in drive, then if you manually shit it the it will shift but it doesn't know what's it's doing, it will slam into gears and od light starts flashing, then the truck will try and shift into od at like 15mph and I hooked up a code reader and it says bAd vss sensor, so I replaced it... Twice... Still nothing , so I tested cont between to pins on plug and it looked good then I ohmed from each pin to the frame and it looked good, so I'm thinking next it must be gem module, can I test this? I've found a local boneyard that will sell me gems for $40 but I need to make sure they are the right ones etc, also when I turn the 4x4 knob out of 2 wheel drive both 4hi and 4lo lights flash on the dash and does not engage, also done light does not work( havnt checked bulb and door switches are sticker , dinger stays on ) I need help, I thought I bought this truck cheap and was gonna flip it but it's starting to look like I'm gonna eat my. $ on this one

Wouldn't be a GEM issue since yours is 4x4. 4x4 had 4WABS so the speed signal goes from the sensor to the 4WABS module then to the speedometer, GEM, cruise control module, etc.

Few things to check:

Check all your connections that you disconnected when you did all that work. Especially the ABS module connection.

First check the ABS fuse (fuse 7 , 30 AMP, engine compartment).
Then check fuse 14 (10 amp, dash compartment) when the key is turned to on.

See if the ABS module is sending out a signal to the other modules:
Back probe pin 5 (light blue, black stripe) on the abs connector while connected to the abs module and see if there is voltage.

Let us know the results and we can see if we need to dig further.

Yeah. Only the front wheels had individual sensors.

The one thing I noticed is when I plugged a scan tool into it and put it on the live data screen and driving it around the vehicle mph says 0 no matter what speed I'm going, which is what led me to follow the source from the vss, tested the wiring and next in line is the gem, so that's what is was trying to do next, would the front abs sensors cause the trans to shift erratic?

----------

Also I have no abs light on, on the dash

Don't look at the GEM. If your PCM is not reading speed and your 4x4 doesn't engage then the 4wabs is not sending a signal of the wire going from the 4wabs is cut/pinched/shorted.

Do what I said above

So I went to check the abs fuse and there wasn't one In there, so I went to put one in there and there's no wiring to that, so I'm guessing I don't have and on this truck?

Take a picture of your fuse box and point to the area.

Also every now and then while driving the speedometer will go to zero for a minute then come back.
Checked light blue wire and with truck off key on I got 1.6volts

Ok I don't know why but your 4x4 looks to only have RABS (Any 4x4 should have 4wabs during your year). You have a RABS diode and RABS resistor (the white and black components in the upper right).

Anyway, forget the 4wabs module now. The speed signal is sent straight to the GEM and then out.

Just noticed on your original post that your dome light doesn't work which is controlled by the GEM. So you may have a bad one.

Hollander interchange shows 5 variations for a 4x4 1998 and they only interchange with 1998 model year trucks:

F87B-14B205-EA
F87B-14B205-EB
F87B-14B205-EC
F87B-14B205-ED
F87B-14B205-EE

I know that you definitely need to get one from a 1998 with 4x4 and power windows if yours has them.

The variations in the part numbers could be pre-programmed revs/mile values so everything may work but your speedometer maybe off because it was from a truck with different size tires.
