Default 97 ranger speedometer problem

So my speedometer in my 97 ranger dosnt always want to work right. what it will do is not work at all till i hit about 20-25 or so, then it kicks on, but is about 10 mph too slow (it says 35 im going 45). I replaced the VSS with a brand new one today, and it will still do the same thing. It dosnt always do it but id say 3/5 times it does. What else can i check to fix this?
