Default Strange Charging Problem

My '98 4cyl Ranger has a strange problem. For the first 1/2 hour or so that I drive there is no problem. After that I can see the volt meter on the dash start to drop and randomly move up and down. Eventually it drops to the point where the battery is not charging. While checking under the hood I noticed that a part seems to be broken off but I don't know what it is. I looks like it's supposed to mount between the distributor and the alternator. It's a small plastic part with at least 3 wire plugs in it and what appears to be a 1.25" plastic knob on the top. The bracket is broken and it was laying on a heater hose. Can this part...whatever it part of my problem?
